A Governmental Evolution in Subterfuge

Remember when the politicians extolled the virtues of "free trade" and how the US would be left out of economic progress without a series of trade "agreements?" Of course they didn’t mention all the added elements that would eradicate our borders and turn our nation into a funnel for international goods.

The EPA, (Environmental Protection Agency) has been creating havens for plants, bugs and animals throughout the United States. The zeal exhibited by this agency has run roughshod over private property rights. It allowed the government to acquire large parcels of land just on the assumption that an endangered butterfly might in the future seek out a now unoccupied spot and call it home.

While we were worrying about local impediments to business and private property development a much more inclusive plan was readying itself at the UN Conference in Rio de Janeiro. The Rio Conference on "sustainable development" as contained in Agenda 21 was so drastic that Bush refused to sign it. However this is of small consequence because Clinton has already implemented many of the provisions. Throughout UN documents the frequently used terms "existence of negative externalities and inadequate public goods investment" are used. Translated this means the cost to the environment is not included in the price of goods produced. Thus problems arise because the free market fails to account for environmental costs and doesn’t invest in global matters for the common good.

This United Nation’s example of faulty reasoning facilitated the intrusion of the Environmental Protection Agency’s introduction into the La Pas agreement signed by Reagan in 1983. The purpose of this arrangement was to improve the environment between Mexico and the United States. Then the congress along with the administration passed NAFTA (the North American FreeTrade Agreement) which superimposed itself on the previous accord. NAFTA created the Border Environment Cooperation Commission (BECC) and the North American Development Bank (NADBank) which is located in Texas. Together these 2 organizations constituted a project called Border Region XX1. This area encompassed 60 miles on each side of the US/Mexican border and extended from the Pacific Ocean to the Gulf of Mexico.

In 1994, Clinton signed an Executive Order which stated," The agreement (Border XX1) shall also be implemented to advance sustainable development (another word for socialism) pollution prevention, environmental justice, ecosystem protection and biodiversity preservation." Administrators designated for this project included the Secretary of the Treasury, Secretary of State, EPA, NADBank officials, and the US Commissioner’s for the International Boundary and the Water Commission.

NADBank generated funding for the "environmental infrastructure." As is to be expected, we paid while Mexico received. US taxpayers have already funded the construction of a sewage plant in San Diego to help take care of all the raw sewage coming out of Tijuana.

Border Region XX1 is global governance in action. Mexico and the United States jointly govern an area sixty miles on either side of the US/Mexican border. Binational law enforcement coordinated the mechanisms for regulatory compliance. Appointed officials and their counterparts in Mexico and the United States by passed a vote by the people in the affected "open" areas.

State and local officials were given money to lure them into accepting this NAFTA Border Region XX1. Infrared sensors will monitor environmental compliance by people living in this designated zone. The ordinary citizen won’t be cognizant of the controls until all the regulators have consolidated their jurisdictional power.

NGO’s (non- governmental organizations) a favorite structure in the United Nations, implemented policies on the national and international level. Essentially, this agreement eradicated the border between Mexico and the states of California, Arizona, New Mexico and Texas.

On June 6, 1997, the XV Governors’ Conference of the US and Mexican border states met in Saltillo, Coahula Mexico. A joint declaration resulted from this gathering. The Preamble of their statement includes: Whereas, the North American Free Trade Agreement (NAFTA) an accord entered into by Canada, Mexico and the United States, is an economic partnership requiring the unimpeded and unhampered flow of goods and services throughout North America…..Whereas, the border governors identified the migration issue as one which must be resolved and the human rights and dignity of migrants (illegal aliens) protected. Mexico (in order to handle overpopulation) has declared that "Mexicans have a right to immigrate (in any manner they see fit) to the US." Brackets represent my editing. Many other platitudes and issues concerning border crossings, agribusiness, environment and health are addressed. The ten border states are to collaborate on reducing the spread of tuberculosis (which is prevalent in Mexico and now has spread into the once TB free US)

A request was made for Border officials to streamline and expedite border inspection and crossing procedures for incoming Mexican trucking. American taxpayers had to pay for widening the access roads so more Mexican trucks can hurry their imports into California. Little commercial traffic from America enters Mexico because of bad roads and bandits on the prowl for stealing US merchandise. We’re sure expediting their wares. Only one in 100 trucks are inspected when coming across our border.

The Preamble was signed by the six attending Mexican State Governors’. Signers for the United States of America included the following:
George W Bush, Governor of the state of Texas,
Fife Symington, Governor of the state of Arizona
Pete Wilson, Governor of the state of California,
Gary E. Johnson, Governor of the state of New Mexico.

George Bush is now a candidate for President. Why are there no questions about his part in erasing the US border with Mexico?

Most people aren’t even aware of the loss of sovereignty which has been taking place at our southern border. Before anyone had a chance to educate themselves about Border Region XX1, Clinton, on January 1, 1997, signed Executive Order #13122. This doubles the former border economic area to encompass 150 miles inside the United States and also included a name change to The Southwest Development Region. More government intervention accompanied the enlargement of this border zone. Besides the original board members of this US trade and economic agreement, other department directors were added from the Departments of State, Commerce, Interior, Defense, Education, Labor, Treasury, Agriculture, HUD, Department of Health and Human Services, the Energy and Justice Departments along with the Director of the EPA.

In California this region extends north of Los Angeles almost to Ventura, in Arizona it is north of Phoenix, north of Truth or Consequences in New Mexico, and on the border of San Antonio in Texas.

An article in The Desert Journal written by Van Vesler states "that the federal government has no business going into a state and taking land." Some people within the Development zone aren’t aware about what is happening yet. But this lack of concern may be short lived. US and Mexican officials are working in conjunction to address a wide range of issues. At risk is the individual’s ability to manage their private resources. Federal authorities are also interfering with the community’s management of water and other vital reserves.

If the landowners or the community refuse to cooperate with the government’s international plans, federal funds will be withheld for the entire area.

Should Mexico or the US experience water shortages in this jointly governed Development Region, how will the dispute be settled? Mexico has several agencies involved in this sector, and some of our water has already been diverted to their large population south of the border.

Like pieces of a puzzle the global plans are emerging to present the whole picture as our lives and the economy of this country are under going drastic changes. Citizens have been manipulated on a grand scale. "Free trade" is a misnomer, which has resulted in vast amounts of immigration, and created unfair competition for US agriculture as well as business. Most important of all we have surrendered our heritage and national borders to foreign interests. Environmentalism is socialism dressed up as compassionate concern for living organisms and rocks. This movement has cloaked the real intention of forcing us into the status of a service nation.

There is a partner in crime associated with The Southwest Development Region. It goes by many different names regionally depending on who the internationalists are trying to confuse. To some it appears as the NAFTA, GATT, WTO International Highway. More information about this other great international undertaking is presented in another article.
